First reading of the Law proposal on Law for packaging and waste packing was held in premises of the Assembly of RM on November 24, 2009.

Both Committee members and PETRA representatives participated at this meeting. The list of participants included: the President of the Committee for transport, communication and ecology, Tito Petkovski; the Minister of Environment and Physical Planning, Negati Jakupi; other members of the committee; president of PETRA, Aleksandar Lazarov; Zoran Dimov, owner of the Provavil Company, representative of collectors of PET; Mihail Matevski, owner of the recycling company “Greentech- Makeodnija”, Zaklina Angelkovik- Paunovik, NGO “Ednakvi za site”, Kocani; Mayor of Strumica, Zoran Zaev , Mayor of Brvenica, Enver Pajaziti and other representatives of the recycling sector in Macedonia.

As Negati Jakupi, Minister of Environment, briefed the audience on the content and importance of the Law Proposal on Packaging and Packaging Waste, all participants had the possibility to share their comments.

At the reading, members of PETRA voiced their suggestions related to: increase of national targets for collection of PET, inclusion of informal waste collectors into the system and shortening of deadlines for implementation of the Law upon it’s adoption.

Aleksandar Lazarov, president of PETRA, elaborated suggestions for strengthening the Law proposal.

Mayor of Strumica, Zaev expressed his support to the Law, emphasizing his preparedness to submit necessary amendments to the law, in line with PETRA requirements.

Zoran Dimov spoke on the behalf of the informal collectors of PET. He mentioned that almost 70% of the Roma population earns for living from collection of plastic waste. He asked for inclusion of representative of the Roma population into the Management Board, and financial support from the government directly to Roma collectors.

Mihail Mateski, Director of Greenteck- Macedonia shared the experience he gained within waste management through his company, which operates in the region: Serbia, Romania. He recommended that companies should give first data about quantities of released packaging, as soon as the law is adopted (by 30/03/2010). This will enable early creation of database and better management of the national waste strategy.

Further comments and recommendations were also given by Slavko Ruzinovski, Deputy Director of PUC “Komunlna Higiena”, Mr. Fejzulai, Mr. Iljazi and NGO representative, Mrs. Zaklina Angelkovic- Paunovska
