Bulgarian Study Tour an excellent learning experience

IFrom May 25-28, 2009, the USAID Plastic Recycling Project organized a Study Tour in Bulgaria. Project partners representing the Ministry of Environment and Physical Planning, Municipal Waste Management Inspectors, Public Utility Enterprises, MAPEK (Macedonian Packing Association) and PETRA (Association of PET Collectors and Recyclers) took part in the program.  

The Study Tour was organized to follow up on the technical support provided to the Ministry of Environment and Physical Planning on finalizing the Law on Packaging and Waste Packing. (law)

During the three day-tour, group participants had an opportunity to meet with representatives of both the private and public sector: a team of experts from the Bulgarian Ministry of Environment and Waters lead by Ms. Marija Ninova, Head of Directorate for Packaging/ Waste Management (www.MOEW.GOVERNMENT.BG ); Team from EKO PACK, represented by Mr. Tihomir Lazarov, Technical Director (www.ECOPACK.BG); Team from EKOBUL PACK represented by Mr. Milen Dimitrov, Procurist and Mrs. Grozdana Janceva, Marketing and PR Manager (www.ECOBULPACK.COM ) ; as well as the Municipality of Blagoevgrad, represented by Mr. Valentin Vasilev, Vice Mayor and Mrs. Kalinka Spasova, Chief Ecologist.

The lessons learned include: steps towards alignment of Bulgarian legislation with  European requirements and directives; step-by-step processes for ground-up creation of a system for waste recycling; the emphasized need for creating a database of companies; two models for collection and recycling of plastic waste presented by two companies- EKOPACK and ECOBUL PACK; as well as clear guidance on the behalf of the Bulgarian Ministry of Environment and Waters on the importance of establishing a functional monitoring system that will allow the Ministry to define taxes and follow trends in recycling on a national level.
